The Canadian Union of Postal Workers (CUPW) has announced it began a national strike on Friday, November 15, at 12:01 a.m. ET. Mail and parcels will not be processed or delivered for the duration of the national strike, and some post offices will be closed. Items will be delivered as quickly as possible once operations resume.

La Poste, wishes to inform other Union member countries and their designated operators that, as of 23 January 2024 and owing to the expansion of the French farmers’ movement throughout the country (including at borders), the majority of motorways, strategic sections of the secondary road network and access to major cities are subject to disruption. As a result, La Poste is experiencing difficulties with regard to the receipt of international shipments, as well as the transportation, collection and delivery of all mail (letter-post, parcel-post and EMS items). Delays are therefore to be expected in the processing of mail.

Luxembourg – Bad weather
Luxembourg Post, wishes to inform other Union member countries and their designated operators that poor weather has been causing it significant difficulties over the past couple of days, and a red alert was issued on 17 January 2024. In particular:
On Wednesday, 17 January 2024, the import, export, collection and delivery of mail and newspapers was suspended (and delivery of packages was heavily impacted); exchanges with several European cities were also suspended (Trier, Metz, Roissy, Bar-Le-Duc, Frankfurt, Brussels, etc.);
On Thursday, 18 January 2024, there was again heavy snowfall, leading to the suspension of transfers on the Trier–Bettembourg and Metz–Bettembourg routes. Several trucks are blocked (Liège, Brussels, Roissy, etc.)

Papua New Guinea – State of emergency owing to civil unrest
Post PNG, would like to inform other Union member countries and their designated operators that the Government of Papua New Guinea has declared a state of emergency, effective for 14 days from 12 January 2024, as a result of protests and civil unrest that broke out on 10 January 2024. As a result, delays are to be expected in the collection, processing and delivery of incoming and outgoing mail (letter-post, parcel-post and EMS items).

France – Adverse weather conditions
La Poste, wishes to inform other Union member countries and their designated operators that it is currently experiencing operational difficulties owing to adverse weather conditions. Several warnings have been issued throughout France since 17 January 2024, including prohibitions on the circulation of heavy goods traffic. Snow, black ice and high winds are causing disruption to the entire postal supply chain, primarily in northern and eastern France. As a result, delays are to be expected in the transportation, collection and delivery of letter-post, parcel-post items and EMS items.

PostNord Danmark, asks us to inform other Union member countries and their designated operators that data transmissions have been back to normal since 11 December 2023. Data for the period between 23 November and 11 December was transmitted on 19 December.

Japan – Earthquake
Japan Post Co., Ltd, wishes to urgently notify Union member countries and their designated operators that the delivery of all types of inbound mail (letter-post, parcel-post and EMS items) is being delayed in the following areas, owing to damage caused by the earthquake that struck the Hokuriku region on 1 January 2024:
– Niigata, Toyama, Ishikawa and Fukui prefectures: all areas;
– parts of Hokkaido, Yamagata, Nagano and Hyogo prefectures.
There is no impact on international traffic and exchange office operations, including customs clearance. Japan Post is accepting all inbound mails as usual.

Thailand – Floods
The designated operator of Thailand, Thailand Post, would like to inform other Union member countries and their designated operators that, owing to torrential rains in southern Thailand, severe flooding has submerged roads and railways, forced schools to close, and left some residents trapped in their homes.
Consequently, blockages in road networks are causing delays in the transport and delivery of postal items (letter post, EMS and parcels) to addressees. The affected postcode areas are as follows: 90XXX, 91XXX, 94XXX, 95XXX and 96XXX.

Poste Italiane, would like to inform Union member countries and their designated operators that certain Italian unions have announced a 24-hour general strike, commencing at 00.01 CET on 24 November 2023, involving ground handlers and other airport services personnel at all Italian airports. Therefore, there is a risk of delays and cancellations of non-guaranteed flights. While mitigation measures will be taken at Poste Italiane facilities, the impact may continue over the weekend and until 27 or 28 November, depending on the response to the call to strike. Jamaica – Fire at central sorting office
Jamaica Post, wishes to inform other Union member countries and their designated operators that the central sorting office experienced a fire outbreak on Monday, 23 October 2023 at approximately 09.00 local time, which resulted in minor damage to a section of the sorting facility. Although the fire was contained relatively quickly by the fire services, evacuated staff were sent home in the light of the emanating smoke, which entered adjoining sections of the facility. Consequently, all mail operations, ICT and customer service support functions ceased for the day. It is anticipated that further time will be required for the smoke to be fully expelled from the facility, as a result of which only limited mail operations will resume on Tuesday, 24 October.

The designated operator of Israel, Israel Postal Company (Israel Post), would like to inform other Union member countries and their designated operators that, as a result of the ongoing conflict and severe military situation in Israel, it is currently unable to deliver postal items to, or receive them from, the Gaza Strip. Therefore, there will be no postal exchanges with the Gaza Strip until further notice.

The People’s Republic of China’s designated operator for Hong Kong, asks us to inform Union member countries and their designated operators that a tropical cyclone warning was raised at 12.40 on 8 October 2023. This situation caused disruption to the processing and conveyance of all inbound, outbound and local mail. As a result, quality of service is affected, including for inbound and outbound EMS, air parcels and registered airmail. Hongkong Post expects that it will take a few days to clear the backlogs and restore normal operations.

Palestine – Disruption to postal services
Pursuant to Congress resolution C 115/1999 as well as Council of Administration resolutions 4/2008.3, 1/2012.1 and 2/2020.1, Palestine, as an observer to the UPU with the right to directly exchange postal services with Union member countries, has asked the International Bureau to inform Union member countries and their designated operators that its postal services are currently subject to disruption owing to the ongoing situation in the region. This will apply until further notice.

Israel Postal Company (Israel Post), would like to inform other Union member countries and their designated operators that it is continuing to provide all postal services, inbound and outbound, countrywide. In the areas most heavily impacted by the conflict, the necessary measures have been taken to ensure that all postal items are delivered to customers. Where delivery points are closed, Israel Post has found alternatives. Where the entire population of a locality has been displaced, items are forwarded to the addressees’ new location. Throughout the country, the retention period for unclaimed items has been extended to 30 days before they are returned.

Israel| Partial service disruption - Updated 10/12/2023
Israel Update
The designated operator of Israel, Israel Postal Company (Israel Post), would like to inform other Union member countries and their designated operators that, as of 7 October 2023, Israel has entered a complex and severe military situation, in which a state of war has been declared by the Israeli government, following the firing of thousands of rockets towards Israeli population centres, and attacks by Hamas on Israeli towns near the Gaza Strip, which have killed hundreds of civilians and injured thousands. The situation is difficult, and the consequences still unclear.
Israel Post is an essential service provider, and it is doing its utmost to maintain its service level under the state security guidelines.
However, as there are some flight cancellations, closed roads (especially in the south, but also in the centre of the country), and security restrictions in opening service points and in reaching sensitive and closed areas, there will be an impact on performance and service-level agreements. The scope of the impact is still unknown.
To prevent a cyberattack, Israel Post has shut down the use of its track and trace system from abroad. Nevertheless, the sending and receipt of EDI messages is unaffected.
Israel Post thanks all other Union member countries and their designated operators for their understanding, and apologizes for the inconvenience caused. It will keep them updated on the evolving situation via EmIS.
Israel Delays due to Emergency Situation
Due to the situation currently unfolding in Israel, our partners in the country have advised that there will be an impact on service levels, which they will update us on as soon as they are able. Due to safety concerns, some areas in the south and center are heavily impacted. As an essential service provider, Israel Post will continue to operate under the guidance of security services, while maintaining the protection of their staff. The track and trace portal is unavailable through the Israel Post out of country, but data integrations are unaffected.

Italy – Strike
Poste Italiane, wishes to inform other Union member countries and their designated operators that the major Italian unions have confirmed a 24-hour strike, commencing at 00.01 CEST on 29 September 2023, involving ground handlers and all other airport service personnel at all Italian airports. Disruption is to be expected in the handling of inbound and outbound airmail at Milan’s Linate and Malpensa airports. Mitigation measures will be taken at the airmail units, but the impact is nevertheless expected to continue over the weekend until 1 October 2023.
Italy – Final update on the natural disaster in Emilia Romagna and Marche regions
Poste Italiane, wishes to inform other Union member countries and their designated operators that, following the severe flooding in the Emilia Romagna and Marche regions, mail services have now resumed as normal. Furthermore, for citizens who have been displaced as a result of this natural disaster, a special mail collection service has been organized in specific post offices throughout the affected regions.

Further to EmIS 89/2023, the designated operator of Italy, Poste Italiane, would like to provide other Union member countries with an update on the impact of the fire that occurred at Catania-Fontanarossa Airport.

Italy – Trade union action
Poste Italiane would like to inform other Union member countries and their designated operators that continued trade union action in certain logistics centers is causing disruption to operations.
As a result, delivery times cannot be guaranteed for parcels destined for the metropolitan city of Florence and the provinces of Prato, Pistoia and Modena (with the exception of the following postcode areas in the province of Modena, for which service continues as normal: 41011, 41012, 41016, 41019, 41030, 41032, 41033, 41037, 41038 and 41039).
Poste Italiane is taking all the necessary action to restore normal service and will provide timely updates on the situation.

Italy – National 8-hour strike
Poste Italiane, would like to inform other Union member countries and their designated operators that all major Italian unions have announced an 8-hour strike, commencing at 10.00 CEST (UTC+2) on 15 July 2023, involving ground handlers and other airport services personnel at all Italian airports.
Disruption is to be expected in the handling of inbound and outbound airmail at Linate and Malpensa Airports in Milan, although mitigation measures will be taken at airmail units.

Italy – Issues relating to EMSEVT data transmission
Poste Italiane, would like to inform other Union member countries and their designated operators that Poste Italiane has been experiencing issues relating to EMSEVT data transmission for inbound and outbound parcels and EMS items since 29 May 2023. Tracked/registered letter-post items are not affected.
Operations continue as usual and parcels/EMS items are being processed and delivered. Poste Italiane is committed to sending the missing data as soon as possible, but significant delays should be expected.
The Poste Italiane IT department is conducting the necessary investigations. Poste Italiane will keep its partner postal operators updated as to the outcomes of the investigation and resolution of the issues.
Poste Italiane undertakes to provide all of the information available in its systems to its partner postal operators to enable them to deal with their outbound customers. It kindly requests that inquiries be sent only if connected with customer complaints.
Italy – Natural disaster in Emilia Romagna and Marche regions
Poste Italiane, would like to inform other Union member countries and their designated operators that, following severe flooding in the Emilia Romagna and Marche regions, it has been unable to guarantee collections and deliveries (for any products) in certain parts of these regions since Wednesday, 17 May 2023. In particular: no collections and deliveries are currently possible in Forlì; collections and deliveries cannot currently be guaranteed in the provinces of Ancona, Bologna, Cesena, Ravenna, Faenza, Modena, Pesaro Urbino and Ravenna. Poste Italiane is taking all necessary steps to minimize inconvenience for its customers and restore connections with the affected areas as soon as possible. Greece – Update on heavy rainstorms, flooding and landslides
Hellenic Post, asks us to inform other Union member countries and their designated operators that Greek territory has been hit for the second time this month by heavy rainstorms, flooding and landslides. As in the case of the previous storms, many areas are affected, especially in central and northern Greece. As a result, many of Hellenic Post’s domestic operations (collection, transportation and delivery) have been disrupted. The transportation and processing of inbound and outbound mail (letter-post, parcel-post and EMS items) is affected, and delays are to be expected in the delivery of mail throughout Greece.
Greece – Heavy rainstorms, flooding and landslides
Hellenic Post, asks us to inform other Union member countries and their designated operators that heavy rainstorms have been causing flooding and landslides in many areas of the country (particularly in the centre and north) since 5 September 2023. As a result, many of Hellenic Post’s domestic operations (collection, transportation and delivery) have been disrupted. The transportation and processing of inbound and outbound mail (letter-post, parcel-post and EMS items) are affected and, consequently, delays are to be expected in the delivery of mail throughout Greece.
Greece – Strike
Hellenic Post, asks us to inform other Union member countries and their designated operators that the General Confederation of Greek Workers and the Association of Civil Servants have announced a 24-hour strike on Thursday, 16 March 2023.
Air traffic controllers have announced their participation in the strike.
These actions will affect the collection and delivery of both international and domestic mail.
Greece – Heavy snowfalls and snowstorms affecting operations
Hellenic Post, asks us to inform other Union member countries and their designated operators that the entire territory of Greece has been affected by heavy snowfalls and snowstorms since 5 February 2023.
The main sorting centre (Attica sorting centre in Kryoneri), where inbound and outbound international mail is collected and processed, is currently blocked by the snow, which is directly affecting all Hellenic Post operations.
Hellenic Post thanks other Union member countries and their designated operators for their understanding and cooperation, and will inform them via EmIS once its operations are back to normal.

The facilities of Pošta Slovenije will also be closed on that day.

Canada Post, asks us to inform other Union member countries and their designated operators that the situation has improved in both British Columbia and the Northwest Territories; however, some areas of the Northwest Territories will remain under a state of emergency until 2 October 2023. As of 22 September 2023, all mail operations have returned to normal at the affected sites.
Canada – Wildfires
Canada Post, asks us to inform other Union member countries and their designated operators that several provinces and territories are experiencing an unprecedented wildfire season, and the effects are widespread. Wildfires raging across the Northwest Territories and British Columbia have damaged several towns and are forcing thousands of residents to flee their homes.
On 18 August 2023, the Province of British Columbia declared a provincial state of emergency to support ongoing response and recovery efforts. This declaration allows the province to enact emergency orders, including restricted travel to specific areas as needed.

Resumption of strike at Port of Vancouver / Canada
Further to EmIS 85/2023, the designated operator of Canada, Canada Post, asks us to inform other Union member countries and their designated operators that the strike by port workers in British Columbia resumed on 18 July 2023, following a four-day hiatus. This means that Canada Post will again be unable to process maritime shipments as normal.
Canada Post asks all Union member countries and their designated operators to refrain from sending maritime dispatches to the Port of Vancouver until the strike is over. It is also unable to collect mail from alternative ports on the west coast.

Canada Post asks us to inform other Union member countries and their designated operators that the strike called by the International Longshore and Warehouse Union Canada at ports in British Columbia officially ended on 14 July 2023.
As a result, Canada Post should shortly be able to process maritime shipments again as normal and confirms that maritime dispatches to the Port of Vancouver can now resume.

Hongkong Post, the People’s Republic of China’s designated operator for Hong Kong, asks us to inform Union member countries and their designated operators of the extreme weather conditions across Hong Kong, including the black rainstorm and flooding warning, since the evening of 7 September 2023. This situation is affecting the processing and conveyance of all inward, outward and local mail. As a consequence, quality of service is affected, including for inbound and outbound EMS, air parcels and registered airmail. Hongkong Post expects the impact to last for at least a day before the backlogs can be cleared.

Hongkong Post, the People’s Republic of China’s designated operator for the territory of Hong Kong, asks us to inform other Union member countries and their designated operators that a No. 8 tropical cyclone warning signal (Typhoon Talim) was raised shortly after midnight on 17 July 2023 in Hong Kong. This situation is affecting the processing and conveyance of all domestic and international mail (letter post, parcels and EMS). Customer service call centres are also affected. It is expected that the impact will last for a few days before backlogs can be cleared and operations can return to normal.
Hong Kong, China – Resumption of normal delivery process for items requiring signature on delivery
Hongkong Post, the People’s Republic of China’s designated operator for the territory of Hong Kong, asks us to inform other Union member countries and their designated operators that Hongkong Post’s delivery process for all items requiring signature on delivery is returning to normal. With effect from 3 January 2023, when performing at-the-door deliveries of letter-post, parcel-post or EMS items requiring signature on delivery, the postman or postwoman will again obtain a signature from the recipient. In case of an unsuccessful at-the-door delivery attempt, the addressee will receive a notification asking them to collect the item from a designated post office, in line with the normal procedure. The delivery of letter mail and parcels within postcode areas 0001–6999 has been restored with effect from 14 August 2023. However, delivery services between the southern part of Norway (postcodes 0001–6999) and the central to northern part of the country (postcodes 7000–9999) have not yet resumed as normal.

The strike started after mediation failed between Norway’s largest trade unions and the Confederation of Norwegian Enterprise. NZ Post, would like to inform other Union member countries and their designated operators that mail and courier deliveries are again operating as normal in the Hawke’s Bay region, without any restrictions.
Although there are road closures in some rural delivery locations in the Tairāwhiti/Gisborne region, the mail and courier network is running and fully operational in the region, with one to two days’ delay in the affected rural areas. New Zealand – Update on Cyclone Gabrielle and lifting of local states of emergency
NZ Post, would like to inform other Union member countries and their designated operators that the local states of emergency in response to Cyclone Gabrielle were lifted on 14 March 2023 for both the Hawke’s Bay and Tairāwhiti/Gisborne regions. Both regions are now in a “response and transition to recovery” phase. Owing to damage to the road infrastructure in these regions, only some roads are now open, and only during daylight hours. NZ Post can move postal freight into these regions, but due to restrictions, it will be late to meet processing cycles, meaning that it will be carrying items over to the next day for delivery (i.e., they will be delayed by one day). NZ Post has arranged a new road transport route from the lower North Island to Tairāwhiti/Gisborne which will help relieve the postal backlogs. However, both regions continue to have transport, processing, and delivery delays.
New Zealand – Cyclone Gabrielle
New Zealand Post, asks us to inform other Union member countries and their designated operators that a national state of emergency was declared on 14 February 2023 at 8.43 (local time) in response to Cyclone Gabrielle. Local states of emergency had previously been declared in the following regions and districts of the upper North Island: Northland, Auckland, Tairawhiti, Bay of Plenty, Coromandel, Waikato, and Hawke’s Bay.
Owing to the severity of this weather event and the scale of the emergency, the central government has taken over from the local authorities and is now managing the response with the Civil Defence Act. The upper North Island is most severely affected, but significant impacts are forecast in the lower North Island and upper/central South Island.
Weather warnings/watches are in place in the following areas: Northland, Auckland, Great Barrier Island, and other islands in the Hauraki Gulf, Coromandel, Gisborne, Hawke’s Bay, Taranaki, Mount Taranaki, Wairarapa (including the Tararua district), Wellington, Horowhenua, Kapiti Coast, Turikirae Head to Mataikona, Marlborough, Nelson, areas south of Blenheim (including the Kaikoura Coast, Canterbury Plains and the foothills north of the Rakaia River) and the Chatham Islands.
To ensure the safety and well-being of its customers and staff, New Zealand Post has decided to implement the following measures:
-Suspension of all deliveries in red alert areas;
-Suspension of air network operations;
-Suspension of all line haul services to the Far North, Gisborne, and Coromandel areas.
New Zealand Post is currently conducting an assessment and the situation is being monitored closely.
New Zealand – End of COVID-19 protection framework
New Zealand Post, wishes to inform other Union member countries and their designated operators that the COVID-19 protection framework (traffic light system) ceased to apply as of 12 September 2022. Therefore, with effect from the fourth quarter of 2022, normal processes and service standards have been reinstated, meaning that New Zealand Post’s delivery agents will once again obtain a signature or other form of evidence of receipt. If a delivery attempt is unsuccessful, the addressee will receive a notification asking them to collect the item from a designated New Zealand Post site, in line with the normal procedure.

The designated operator of Sudan, the Sudanese Postal Services Company (Sudapost), asks us to inform other Union member countries and their designated operators that, owing to the ongoing conflict in Sudan, and in accordance with articles 17-014 and 37-001.2 of the UPU Convention Regulations, Sudapost has suspended all postal services with other Union member countries with effect from 15 April 2023. Thailand – IT issues
Thailand Post would like to inform other Union member countries and their designated operators that it has been experiencing IT issues since 31 May 2023. These have prevented it from transmitting some ITMATT messages and some tracking events, in particularly event EMA (Posting/collection), to destination countries. Thailand Post’s IT departments are working to solve the problem.
Therefore, Thailand Post kindly requests that designated operators process items from Thailand that lack ITMATT as normal for the time being. It is still able to receive ITMATT messages from other countries.
Thailand Post thanks all Union member countries and their designated operators for their understanding. It will notify them via EmIS once the system is operating normally again.
Philippines| Customers should expect delays - Updated 6/20/2023
Philippines – Fire at Manila Central Post Office
The fire resulted in the destruction of machines, office equipment, vehicles, and stamp collections. In the aftermath, a makeshift corporate office has been established at ground zero of the incident. The Manila Central Post Office is temporarily housed at the surface mail exchange department in the port area and will continue to serve the mailing public. The office of exchange – including the airmail exchange department (PHMNLA), the surface mail exchange department (PHMNLF), and the express mail exchange department (PHMNLB) – is not affected and will remain open and fully operational. PHLPost is making every effort to recover from this heartbreaking event and to resume operations as quickly as possible. However, delays are to be expected with regard to all mail items sent for delivery in Manila.

Democratic Republic of the Congo Flooding
The Democratic Republic of the Congo, Société Congolaise des Postes et Télécommunications (SCPT), wishes to inform other Union member countries and their designated operators that massive floods occurred on 4 May 2023 in Kalehe, in South Kivu province in the east of the country. The flooding resulted in a national tragedy, with a death toll of more than 483 people and nearly 5,000 missing, as well as significant material damage. This natural disaster may affect the collection and delivery of international and domestic mail, thereby impairing the quality of service that SCPT is committed to delivering.

Peru – IT migration
Servicios Postales del Perú (Serpost), wishes to inform other Union member countries and their designated operators that this weekend migration work will be carried out with the new provider of the corporate data centre as part of the activities scheduled with the National Fund for Financing State Business Activity (FONAFE). Therefore, access to the following services will be disabled from 22.00 local time on Saturday, 29 April until 16.00 local time on Monday, 1 May: applications (operational and administrative), e-mail, website, online tracking, office network, image transfer and remote access. After this time, tests will be carried out to validate the operability of all services (IT – user area).

Servicios Postales del Perú (Serpost), wishes to inform other Union member countries and their designated operators that the civil unrest and protests that had been taking place in Peru since 7 December 2022 have now ceased. It is hoped to resume international mail traffic very soon.

Malawi – Force majeure situation following Cyclone Freddy
Malawi Post, wishes to inform other Union member countries and their designated operators that Cyclone Freddy, which hit the Southern Region of Malawi, caused very strong winds, floods, landslides and mudslides. Hundreds of people have died, thousands are displaced, and many people are missing.
There is significant damage to infrastructure, including offices and houses, and some roads are also impassable. Post offices and postal staff have also been affected: for example, Muloza post office was completely submerged, and the roofs of offices at Blantyre and Chichiri were damaged, leading to damage to office equipment and furniture.
Currently, it is not possible to establish contacts with around eight post offices.
Most offices in the affected area have been closed to ensure the safety of customers and staff.
Given this situation, Malawi Post has declared a force majeure situation.

bpost, wishes to inform other Union member countries and their designated operators that the major Belgian unions have called a national 24-hour strike on Friday, 10 March 2023.
This industrial action is likely to affect letter-post and parcel deliveries in Belgium, as well as bpost’s domestic and international logistics network.
Delays are to be expected with regard to inbound and outbound letter post and parcels in Belgium on and around the stated date.

In particular, this is affecting the EMS tracking system and disrupting the scanning of EMI/EMH events for EMS items. The IT department is working to resolve the situation.

Vanuatu| Partial service disruption - Updated 3/13/2023
Vanuatu – State of emergency
Vanuatu Post, would like to inform other Union member countries and their designated operators that the Vanuatu Government has declared a state of emergency for the whole country in the wake of category 4 tropical cyclones Judy and Kevin, which struck the country on 1 and 3 March 2023 respectively.
The state of emergency will last for six months, from 1 March to 31 August 2023.
While Vanuatu Post will continue to operate, postal service quality for international inbound and outbound mail and service delivery standards (including delivery times and other quality parameters) cannot be guaranteed.

Poland – IPS migration
The designated operator of Poland, Poczta Polska, wishes to inform other Union member countries and their designated operators that it will be migrating from IPS 2018 to IPS 2021 on Sunday, 5 March 2023.
Poczta Polska will make every effort to minimize the impact of the migration on the operational processing of international mail, but delays in data transmission should be expected for up to 14 hours (5.00 to 19.00 CET).

Slovenska pošta, a.s., would like to inform other Union member countries and their designated operators that it will be migrating from IPS 2017 to IPS 2021 on Sunday, 5 March 2023.
Slovenska pošta will make every effort to minimize any potential issues, but there may be delays in data transmission during the migration. It hopes to have the system fully up and running and resolve any data quality issues by 1 April 2023. Mauritius| Customers should expect delays - Updated 2/27/2023
Mauritius – Class III cyclone warning
Mauritius Post wishes to inform other Union member countries and their designated operators that Mauritius is experiencing cyclonic conditions and a class III cyclone warning is in force, with effect from 20 February 2023.
Consequently, the international airport is temporarily closed and various flights have been canceled.
The transportation and processing of all inbound and outbound mail (letter-post, parcel-post, and EMS items) are affected, thereby resulting in delays in the delivery of mail across the country.
The authorities are monitoring the situation closely.
Mauritius – Gradual resumption of postal activities
The designated operator of Mauritius, Mauritius Post, wishes to inform other Union member countries and their designated operators that economic and postal activities are resuming.
The transportation, processing, and delivery of mail are still affected but are gradually returning to normal. Call center operations have resumed as normal.

Finland|Customers should expect delays - Updated 2/20/2023
Finland – Strike
Posti Ltd, asks us to inform other Union member countries and their designated operators that the Finnish Transport Workers’ Union (AKT) has announced a strike in the transportation sector from 15 February 2023. In addition, the Postal and Logistics Union (PAU) has announced that it will support the AKT strike with industrial action concerning the loading and unloading of trucks and trailers from 16 to 21 February 2023.
Consequently, Posti envisages the following delays:
– approximately 5 days for parcels and EMS items sent during the industrial action;
– 5–14 business days for letter-post items and magazines;
– approximately 5 days for long-distance deliveries requiring transportation with heavier equipment between cities in Finland;
– 5–14 business days for printed products distributed to the door or mailbox.
Posti estimates that operations will return to normal on 27 February 2023. Designated operators are asked to consider sending parcels and EMS items outside the industrial action period when delays will be minimal.
If deliveries cannot be done owing to the strike, the items will be stored appropriately. Deliveries related to health and safety will not be affected by the industrial action.

Turkey – Earthquakes
Turkish PTT Corporation, would like to inform other Union member countries and their designated operators that two massive earthquakes (magnitude 7.7 and 7.6) hit the southern and south-eastern regions of the country on 6 February 2023. As a result, the Turkish government has declared a state of emergency with effect from 8 February 2023. These devastating earthquakes have caused buildings to collapse and significant disruption to transport and travel in the affected areas. The most severely affected cities are Adana, Adıyaman, Diyarbakır, Gaziantep, Hatay, Kahramanmaraş, Kilis, Malatya, Osmaniye and Şanlıurfa, as well as the surrounding districts and villages. This will have a major impact on operations and, consequently, on the quality of service for all types of inbound mail (letter-post, parcel-post and EMS items). As a result, service delivery standards cannot be guaranteed and delays are likely in the affected areas.

Thailand – Illegal barcodes
Thailand Post would like to inform other Union member countries and their designated operators that the series of barcodes starting in “UT” and ending in “TH” (i.e. UTxxxxxxxxxTH, as shown below) has been used illegally without its authorization. The above-mentioned barcodes were allocated to a bulk mailer customer, but the service relating to the said barcodes has been suspended since May 2020. Therefore, items bearing these barcodes are not considered as postal items originating from Thailand Post. Consequently, Thailand Post reserves the right to deny all remuneration, charges and liability relating to such items.
